About the Position

SARS is looking for a highly skilled, experienced, results driven, self-directed leader with sound judgement and strong business acumen who will contribute towards our higher purpose and service orientation. S/he will provide expert advice on economic analysis in order to meet national and regional business objectives. S/he will conduct international trade analysis and interpreting the economic environment and evaluating local and international trade trends that have impact on SARS’ revenue collection activities. S/he will advance the best practice and international standards in the compilation of Merchandise Trade Statistics.

Job Purpose

To provide expertise, advice, and support to develop operational implementation plans and / or associated service delivery processes, by coordinating, preparing, collecting, reviewing and compiling information required to facilitate business activities, in order to continuously enhance service delivery.

Minimum Qualification & Experience Required

Education and Experience

Relevant Bachelor’s Degree/Advanced Diploma (NQF Level 7) specializing in International Economics and/or Trade, Development Economics, Public Policy, International Relations, Public Administration etc. with 5-7 years’ experience in a Economics environment (Research and Analysis; or Trade and Industry Statistics), of which 2-3 years at functional specialist level.

OR

Senior Certificate (NQF Level 4) and 10 years’ experience in a Economics environment (Research and Analysis; or Trade and Industry Statistics), of which 2-3 years at functional specialist level.

Minimum Functional Requirements

  • Working knowledge of the UN IMTS manual and guidelines;
  • Extensive knowledge of the workings of the regional/continental organizations (particularly SADC, SACU, EAC, AU, etc.);
  • Knowledge of South Africa’s Africa Strategy and Trade Agreements;
  • Understanding of South Africa’s Tariffs structure;
  • Knowledge of analytical and data management tools: Eviews, SAS, STATA, Advanced Excel,

Job Outputs:

Process

  • Accumulate information to review work progress that provides input to reporting, decision making and the identification of improvement opportunities.
  • Apply practical and applied knowledge and act authoritatively on methods, systems and procedures to identify trends and potential risks.
  • Communication of situational interpretation and judgement of work outputs and queries in area of specialisation.
  • Correctly apply policies, practices, standards, procedures and legislation in the delivery of work outputs.
  • Draw on own knowledge and experience to diagnose symptoms, causes and possible effects in order to solve emerging problems.
  • Initiate process and procedural change, implement the change and provide guidelines and support related to new requirements as a result of the change.
  • Plan for value-added process improvements, initiatives and services to deliver on operational strategy and objectives.
  • Provide specialist input through the investigation of opportunities for operational and multiple process, product and risk optimisation.
  • Identify and resolve queries and problems timeously, apply discretion in line with process guidelines provided and escalate unresolved problems.
  • Coordinate and undertake international and regional customs and tax administration research as required.
  • Be observant and engage on possible violations of procedures and standards of conduct and escalate where necessary.
  • Plan and organise own work tasks within area of work.
