O.R Tambo District Municipality covers five Local Municipalities namely: King Sabata Dalindyebo, Mhlontlo, Nyandeni, Port St Johns, and Ngquza Hill.

The OR Tambo District Municipality requires the services of suitable qualified persons to fill the following positions:

  1. Director: Corporate Services (05 Year Performance Based Contract) Total Package: Minimum – R1,188,638 (All Inclusive)

Mid Point – R1,415,47 (All Inclusive Maximum – R1,596,747 (All Inclusive)

Position to be based in Mthatha

Higher Education Qualification: Bachelor Degree in Public Administration/ Management Science/ Law, or Equivalent

Years of Experience: 05 years in Senior Management Position

Type of Experience: Experience at Middle Management level and have proven successful institutional transformation with public or private sector.

Knowledge: Good Knowledge and understanding of relevant policy and legislation. Good knowledge and understanding of institutional governance systems and performance management. Good knowledge of corporate support services including human capital management, legal services, facilities management, information Communication Technology and Council Support. Good knowledge of supply Chain Management regulations and the Preferential Procurement Policy Framework Act 2000 (Act No 5 of 2000). Labour Relations Act and other Labour related prescripts. Minimum Requirements:

  • 3 year National Diploma in Labour Relations Management, HRM or Labour Law
    • Post Graduation Diploma in Labour Law Practice will be an added advantage
    • 3 years experience in Labour Relations and unionised environment.

Key Performance Areas:

Resonsible for providing an employee Relations support services to ORTDM. Responsible to maintain ER practices and systems and ensure compliance to standards, procedures and legal requirements. Give inputs into ER Strategic Plan pertaining to his/her responsibility. Facilitate conflict and dispute resolution of employees at ORTDM. Monitoring, adherence and compliance to legal requirements. Arrange and attend ER related meetings. Accurately comile and submit ER reports to Senior ER Officer. Facilitate disciplinary, appeals and grievance hearings.

Responsible for collective Bargaining Proccesses including Local Labour Forum. Represent the employer and handle dispute resolution processes referred to SALGBC and CCMA.

Key Performance Areas:

To impalement functions for the protection of public health from an environmental and consumer perspective in order to ensure an environment not detrimental to human health, prevent and abate environmental health nuisance and health hazards, as per laid down legislation, policies and procedures. Oversees the key performance areas associated with Municipal Health in a cluster of municipalities, in order to ensure effective Municipal Services are being delivered within the Area as per laid down legislation, policies and procedures. Oversee Strategic Planning for the Section. Oversees the implementation of specific procedures, systems and controls for the section. To ensure effective Environmental Health Services are delivered by the Section throughout the District, leading to improve health and saving of lives and or

property. Oversee the Section’s Financial and Asset Management. To ensure effective budget control by the section, and excellent Asset Management, enabling the section to deliver Environmental Health Services of a high standard. 4.    Disaster Management Practitioner – Response and Recovery X1

Key Performance Areas:

The Incumbent will be responsible for the effective implementation of the OR Tambo Disaster Risk Management policy framework, in line with the Disaster Management Act and the National Disaster Management Framework focusing on disaster response and recovery.

The Incumbent will support critical initiatives related to legislative imperatives with a view to sustaining remedial interventions, contingency plans, emergency preparedness, rapid and effective response to disasters and supporting resilient communities, post disaster recovery and rehabilitation to ensure loss of lives and damage to property are minimized. Give inputs into the Section’s Strategic plan. Give inputs into the section’s Policies, Procedures, Systems and controls. Give inputs into the section’s Financial and Asset Management. Contribute to the section’s Stakeholder Management and Communication.

5.    Station Commander X1 Community Services

Minimum Requirements:

Key Performance Areas:

To perform and coordinate various supervision, administrative and technical tasks associated with emergency service delivery, fire station management, operations and maintenance, fire and life safety and training to ensure the delivery of effective and efficient emergency service to save lives and property as far as possible in terms of the Fire Brigade Services Act(Act 99 of 1987). Coordinates and contribute to the section’s Strategical Operation plan pertaining to FIREFIGHTING SERVICES. Coordinate the contribution to the Section FIRE AND RESCUE SERVICES Policies, Procedures and Controls pertaining to FIREFIGHTING SERVICES. Coordinating, firefighting tasks/duties.
