Background

Following the outbreak of the COVID-19 pandemic, UNDP is assisting countries to prepare, respond and recover from the effects of the pandemic.

South Africa recorded its first case of COVID-19 on 5 March 2020. The COVID-19 epidemic has had several diverse implications and impacts on South African society including in the social, economic, health, environmental, and technological realms. In response to the increasing numbers of infections, the Government put in place a wide range of measures in order to deal with this pandemic. These decisions were aimed at facilitating a coordinated all-of government approach to contain the virus and flatten the COVID-19 curve in the country. The government adopted a Risk-Adjusted Strategy which seeks to maintain a delicate and difficult balance between saving lives and livelihoods and infringement on other constitutional rights and fundamental freedoms. The strategy has now been eased to level 2.

Although South Africa has institutional and human capacity to respond to health crises, a pandemic of such magnitude requires extended coordination capacity as well as planning and monitoring systems and tools and strategic partnerships to enable the country to prepare, respond and recover. Accordingly, UNDP, the Department for Cooperative Governance and Traditional Affairs (COGTA) to ensure a coherent governance system as well as an integrated multi-sectoral and multi-sphere service delivery for COVID-19 response. Based on this, COGTA has asked UNDP for support to strengthen its capacity for development of data collection, analysis storage and reporting tools and systems, through the recruitment of a Data Analyst.

The purpose of this position is to develop data collection, storage, monitoring and reporting systems at national and sub-national levels for the COVID-19 response and other data needs of NDMC for purposes of optimising the functioning of a Disaster Operation Centre.

Duties and Responsibilities

Under the overall guidance of the Deputy Director General, (Head of National Disaster Management Centre) and direct supervision by Specialist Knowledge Management & Reporting, the Data Analyst will create, ingest, store, organize and maintain master data sets, develop reporting templates and reporting systems, install and apply data analysis tools and strengthen logistical capacity to monitor the COVID-19 response and other data needs of NDMC at national and provincial, district and local levels.

Summary of Key Functions/Performance Areas

1. Provide technical and strategic advisory services for data analytics and business intelligence with focus on COVID 19 impact and response

Identify disaster risk management data analysis opportunities to optimize the functioning of the Disaster Operation Centres

Define innovative data analytics projects and support the NDMC to conceptualise such projects, develop business cases, and finally implement the projects;

Coordinate data collection with key national institutions and other partners providing COVID 19 response and recovery to enable monitoring

2. Managing a master data system for improvement of Disaster Operating Centre functions

Create, update delete master data.

Commission and decommissioning of data sets.

3. Design and development of data warehouse for improvement of the DOC functions

Provide quality assurance of imported data

Provide technical expertise on data storage structures, data mining and data cleansing

4. Design reporting templates and manage the reporting environment

Design and develop reporting user requirements.

Develop and deliver dashboard and reporting solutions, using MS Power BI or similar solution

Generate reports from single or multiple systems/sources

Train end users on new reports and dashboards

5. Manage data warehouse projects from initiation, planning, execution and monitoring and control

Deliver project within prescribed quality, time and cost

Required Skills and Experience

Education:

A National Diploma or bachelor’s degree in Information and Communication Technologies, specialising in data warehousing/business intelligence/data analytics.

Experience:

7 years’ experience in data analytics/data warehousing/business intelligence

Experience in disaster risk management  information systems design and management

At least 3 Years of MS Power Business Intelligence (BI) or similar BI tool

Experience in the following will be an added advantage:

MS SharePoint (at least 2016 Enterprise) Configuration 5 Year(s)

MS SQL Server (at least 2016 Enterprise) 5 Year(s)

Nintex 2016

Code using C#, C++, ASP.NET, and .NET Frameworks. 5 year(s)

JavaScript, HTML5, CSS, XML, jQuery

Additional requirements:

Drivers Licence;

Operational knowledge of Disaster Operation Centres

Experience in data analysis for Disaster Risk Management

Language Requirements:

Fluency in English (written and oral) required.

Knowledge of another South African language will be an asset
