Background

On the ground in about 170 countries and territories, UNDP works to eradicate poverty while protecting the planet. We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress.

UNDP support in Uganda is aligned to the key development frameworks such as the Vision 2040, the third National Development Plan (2020/21 – 2024/25) as well as the UN Sustainable Development Cooperation framework (2021-2025).  Anchoring on the UN Sustainable Development Cooperation framework, the logic of the UNDP Country Programme is that achieving good governance by 2025 creates enabling conditions for achieving high-quality human capital, which will in turn drive attainment of sustainable, inclusive economic development by 2035.

The present Country Programme Document (CPD 2016-2020) for UNDP Uganda has two pillars, i) Inclusive Effective Governance (IEG) and ii) the Sustainable and Inclusive Economic Development (SIED), with gender equality and women’s empowerment, human rights and the transformational development approach  as the guiding dimension of the programme.  The two pillars are implemented through five flagship programmes including; Rule of Law and Constitutional Democracy (RLCD); Institutional Effectiveness (IE); Peace, Security and Systems Resilience (PSSR); Inclusive Green Growth (IGG) and Climate Change Resilience and Disaster Risk Reduction (CCR DRR).

The RLCD Programme, provides technical, operational and financial support for legal reforms and nurturing best practices with emphasis on: developing and updating select laws and ensuring their coherency; supporting the Justice Law and Order sector(JLOS) institutions to provide equitable access to justice and for human rights promotion; advocacy for strengthening the separation of powers; nurturing the capacity of institution of democracy to undertake mandated roles;  and  facilitating participation by rights holders such as the public, Civil Society Organizations and media in the development process.
